Finbar Group (FRI) has received approval from Western Australia (WA) for a site-specific planning amendment for the A$330m ($235.35m) Civic Heart development in South Perth.

The planning changes will allow the company to develop two towers of 39 and 22 storeys.

Amendment No. 56 was approved by the WA Minister for Transport and Planning Rita Saffiotti. It creates a new special control area that enables the company to go for a two-tower design rather than one.

Finbar Group managing director Darren Pateman said: “We welcome the minister’s decision to approve this important amendment that will help Civic Heart become a truly defining project at the centre of an active and vibrant mixed-use precinct.

“The previous planning scheme was restrictive for a number of reasons and largely drafted around the expectation of a single-tower development with varied heights and setbacks to allow for multiple landowners.

“We’ve since acquired all the land contained within all three street frontages, which allows for a slimmer two-tower design with a smaller floor plate that can also better incorporate the important heritage buildings.”

Finbar has incorporated the approved amendment into a revised development application (DA), which has now been submitted to the City of South Perth for approval.

As per the DA, the Civic Heart project will have two towers that will house 309 one, two, three and four-bedroom residential apartments, as well as 25 ground-floor commercial tenancies.

The company stated that it will retain the heritage-listed South Perth police station and the adjacent post office.

The site is also expected to feature landscaping, public art installations, and food and beverage destination on the ground-floor for the entire Mends Street frontage.
