Yorkshire-based Miller Construction has been chosen as the main contractor for the new £32m ($50.2m) headquarters for the City of York Council.
Miller will carry out the work for developer York Investors, comprised of S Harrison and Buccleuch Property.
The proposed scheme will be housed in a building that previously functioned as a railway station.
The new building is expected to include a customer centre, with space for meeting rooms, training and conference facilities, and disabled car parking.
Work on the new office building will begin in February and will be complete by late 2012.
