The proposal involves the regeneration of a 182,108m² plot between Trowse and Whitlingham.
Plans for the scheme include a public square, a new marina, 682 homes, 2,322m² of commercial space and new habitats for wildlife, according to eveningnews24.
The project was designed by Lanpro Services, with master planners Atelier Pro Architekten and London-based specialist flood-designers BACA Architects.
