The new facility is being constructed following the collapse of the old facility owing to heavy snowfall in September 2010.
The stadium has been designed by New Zealand-based McCulloch Architects.
The new stadium will feature twice as much steel as the collapsed one and will feature piling buried 15m deep.
The new facility, described as a civic and entertainment centre, is expected to cost NZ$14m (US$10.15m) to build.
