Paris City Council in France has approved plans for the construction of a $730m triangular building designed by Herzog and de Meuron.
The 40-storey skyscraper will house offices, a conference hall, restaurants and shops.
Construction on the 180m-tall building is expected to begin in 2012.
Jacques Herzog, co-architect of the project, said the building would use wind and solar energy.
The privately financed building is expected to be completed in 2017.
