The Peel Group has submitted the planning application for its East Float scheme known as Wirral Waters in England.
The $7.3bn (£4.5bn) regeneration scheme is the largest project applied for planning in the UK until now.
The scheme will offer 1.4 million square metres of mixed-use floor space and includes office / workshop accommodation, 13,000 homes, as well as leisure and culture facilities.
Wirral’s Planning Committee will look into the application in 2010.
Work on the project is expected to be completed over the next few decades.
