The £80m ($121.56m) venue received initial planning permission last month and detail design plans are now being considered.

Work on the project is expected to begin later this year, with the 13,000-seat venue scheduled to open in 2012.

In 2009, the UK Government accepted a revised business plan from the council after Yorkshire Forward was not allowed to invest £18m ($27.35m) in the scheme, according to BBC News.
