The wrap would have displayed colourful images and slogans to light up venue at night.
A spokesman for the Department of Culture and Sport said that it was a non-essential element and could not be justified in the current economic climate.
The Olympic Delivery Authority (ODA) will save £7m by scrapping the wrap for the 80,000-seat stadium, while another £13m will be trimmed in efficiency savings.
The overall budget for the 2012 Olympic Games has not been affected, according to Reuters.
